Description of Services. Strategic Assessment is defined as a continuous process of monitoring the global environment for changes then determining the impacts those changes have on the Command's ability to achieve national objectives. This 15-person Strategic Assessment Team will focus on U.S. Strategic Commands ability to meet the Combating Weapons of Mass Destruction, Strategic Deterrence and Global Strike, Cyber, and Space strategic end states. The Teams overall scope will include: all-source intelligence analysis; anthropological and social science; global economics; foreign affairs and international relations; military planning and operations; operations research; librarian (cybrarian); and writer/editor.
Background: USSTRATCOM global missions necessitated the establishment of the Global Innovation and Strategy Center (GISC). This center provides unique global strategies, timely courses of action and new operational tools and analyses in support of USSTRATCOM mission sets. The GISC is a lean, agile, and responsive organization that leverages the full spectrum of traditional and nontraditional resources necessary to provide unique solutions to the Commands toughest problems. Through collaboration and communities of interest (COI), the GISC builds relationships with traditional and non-traditional partners to create flexible networks or experts, tools and access to global databases, relationships, processes, and systems. Through innovative thinking, team-building, and risk taking, the GISC transitions solutions to clearly defined war fighting customer requirements against demanding and aggressive timelines. It provides innovative strategies and solutions to critical USSTRATCOM and other Combatant Command (COCOM) operational shortfalls. In order to achieve these objectives, an off base, state-of-the-art facility has been leased. In April of 2008, the USSTRATCOM Deputy Commander (CD) directed the GISC to devote a large percentage of its overall resources and level of effort to conducting operational and strategic assessments spanning the entire USSTRATCOM mission set. The GISC has since established an Assessments Division consisting of two branches; a Strategic Branch and an Operational Branch.
Must possess a Top Secret security clearance at time of task order award, and must be eligible for Sensitive Compartmented Information (TS/SCI) access.
Have Bachelor's degree in related field.
Have 10 years of related experience or equivalent.
Have strong recent expertise and experience in COCOM operations.
US Citizen.
