Performs Quality Assurance Engineering activities and monitors related functions to ensure implementation of all contract requirements and the achievement of equipment performance within cost and schedule requirements.
SPECIFIC RESPONSIBILITIES:
1. Performs a comprehensive analysis of complex contract requirements to determine what quality characteristics are to be controlled: manufacturing, inspection, test equipment required, controls of processes, and special skills needed and ensures their application.
2. Reviews the contract data item descriptions and requirements for complex items and establishes the necessary controls to assure compliance.
3. Plans and participates in design reviews to assure that designs permit and facilitate producibility, repeatability, and inspectability and that related quality considerations are obtained in order to assure product quality.
4. Plans and facilitates complex Quality Program Plans, defining the responsibility and authority of all functions necessary to comply with the provisions of military specifications and contract requirements, as well as reliability and environmental qualification test plans.
5. Coordinates the activities involved in the generation, review and approval of complex specifications, drawings and acceptance test procedures to ensure they contain sufficient quality requirements and comply with military specifications and contract requirements.
6. Plans and participates in engineering evaluations and Change Control Board to assure designs and changes proposed are within the scope of IEWS and contract definitions and requirements. Coordinate submittal with the customer.
7. Prepares complex proposals, defines tasks necessary to be responsive (describes exceptions, assumptions and man-load needed hours, etc.) to accomplish the task. Writes rationale that will justify estimated costs and describes specific tasks to be accomplished. Identifies proposal provisions which have potential to impact quality issues.
8. Monitors and controls quality budget and expends, initiating corrective actions when required.
9. Plans and reviews complex procurement documents to ensure that all provisions necessary for the suppliers to achieve control of the quality of the product being procured are included and adds any requirements necessary to assure product quality.
10. Reviews complex test reports and information furnished by vendors in support of materials being supplied to IEWS. Participates in special testing at IEWS to ensure that units or assemblies are compatible with system end use requirements.
11. Plans and participates in complex Qualification Testing and determines acceptability of test results. Reviews test reports and failure analysis reports for acceptability and ensures corrective action is taken.
12. Determines and monitors complex test programs on assemblies, components, special processes, etc. due to design changes and/or problems which developed during the manufacturing cycle.
13. Participates in Material Review Board actions and initiates appropriate corrective action.
14. Participates in the corrective action program to promptly detect and correct assignable conditions adverse to quality.
15. Plans and participates in the verification (First Article Configuration Inspection) of hardware versus drawings/specifications and coordinates this effort with the customer. Prepares and submits DD-250 to customer representatives.
