The Commander of United States Strategic Command (CDR USSTRATCOM) is 
Responsible for the intelligence support to the CNO mission, which consists of computer network attack (CNA), computer network exploitation (CNE), and computer network defense (CND). This USSTRATCOM mission includes working with various entities within the DoD, United States Government (USG), Intelligence Community (IC), Allied organizations, academia, and the private sector in support of USSTRATCOM mission objectives. All-source cyber intelligence analysts, intelligence analysts with cultural or linguistic skills, and Information Technology (IT) Information Assurance (IA) Specialist(s) will support CDRUSSTRATCOM and USSTRATCOM J2 requirements. Analysts and specialists will: Support and advocate for USSTRA TeOM missions by. conducting all-source intelligence research, analysis, write products and dissemination; perform the strategic Indications and Warning (l&W) functions; perform cyber strategic Joint Intelligence Preparations of the Operational Environment (JIPOE) which supports the Commander's decision cycle; conduct analysis to support operational plans (OPLAN) development and planning efforts and component Intelligence Preparations of the Battlespace (IPE) efforts; partner with USSTRATCOM entities having an interest in the JIPOE; support DoD, USG and international partners to include the 5-Eyes (Australia, Canada, New Zealand, United Kingdom, US) International Network Activity Team (I-NAT) mission of producing fused open source driven intelligence products under the authority of the United States Network Activity Team (US-NAT); coordinate, advocate and synchronize using verbal and written methods to communicate clearly and effectively with other personnel ranging from intelligence analysts and operators to senior decision-makers, foreign nationals representing Allied governments, university professors and students, and corporate executives. Analysts must have expertise in intelligence support to cyberspace operations, planning, strategy, policies, procedures, collection management, exercises and war-gaming, integration, research, all-source analysis, writing and product dissemination. Specialist(s) shall support and manage: Network/system administrator functions, client/server, network and peripheral support, including general maintenance (Patch Management) and troubleshooting, the operations, activities and services of the local area network (LAN), maintaining and monitoring network connectivity, coordinates with Internet Service Provider (ISP), perform system backups and maintenance. Specialists shall conduct intelligence research, review technical documents for inclusion into intelligence reports, provide insight and knowledge as it applies to technology terms and capabilities, provide insight and knowledge pertaining to IT tools techniques and practices as they apply to intelligence production, provide input and write reports supporting intelligence production, coordinate with supervisors, branch and division chiefs on all other IT issues as related to USSTRATCOM specific missions and needs. Often key mission partners fall outside of traditional government agencies due to the dynamic, commercial and collaborative nature of the area of operations. This eNO contract supports all missions and tasks of USSTRATCOM with respect to the intelligence support to Dolr-wide CNO as outlined in the current UCP and executed by CDRUSSTRA TCOM and through the Intelligence Directorate (12) and their designated representatives. Individual selected must be able to perform the following tasks and meet the specified qualifications: 
- As part of an integrated government (military and civilian) USSTRATCOM J2 cyber
team, the contractor shall develop and conduct the strategic cyber JIPOE process. The contractor shall provide analytic and technical assessments of nationally and internationally developed adversanal entity capabilities, intent and strategic threat implications, and coordination and integration on CNO intelligence across the intelligence community, Allied networks and internally including the Headquarters (HQ) components and Joint Task Forces (JTFs). This encompasses all-source intelligence, including open sourceiinformation and CNO research conducted in concert with or on behalf of the government.
- As part of an integrated govermnent (military and civilian) USSTRATCOM J2 cyber
team, the contractor shall develop and maintain cyber intelligence capability to support OPLAN
efforts. The contractor shall perform cyber intelligence planning in support of development of
the USSTRA TCOM Integrated Priority List (lP~) and other USSTRA TCOM planning efforts.
- The contractor shall provide short notice responses to defined requirements.
- The contractor shall be capable of producing analytical and technical products of a
unique format utilizing software resident on Command systems, as directed by Command plan.
- The contractor shall produce and brief, as required, presentations conforming to
Command standards. The contractor shall demonstrate expert level written and verbal
communication skills as evaluated by the government.
- The contractor shall build and maintain continuity books, standard operating
procedures (SOP) and visualization charts, such as Analyst Notebook, to ensure all research and background knowledge is captured and documented.
- Expertise in strategic cyber all-source long-term and current analysis, including the
ability to research, organize, collaborate, analyze, write, review, coordinate and disseminate
intelligence products.
- Expertise in strategic cyber JIPOE process. The contractor shall provide analytic and
technical assessments of nationally and internationally developed adyersarial entity capabilities, intent and strategic threat implications, and coordination and'integnlifon on CNO intelligence
across the intelligence community. This encompasses.all-source intelligence, including open
source information.
- Expertise in strategic cyber intelligence support COPLAN) efforts, including cyber
intelligence planning in support of development of the USSTRATCOM Integrated Priority List
and other USSTRA TCOM planning efforts.
- Strong oral and written communication skills, including the ability to communicate
clearly and effectively with other personnel ranging from intelligence analysts to senior decision- makers is critical.
- Also must have a minimum of 5 years work experience
