I. BASIC FUNCTIONS OF THE JOB:To apply broad knowledge of accounting and finance principles in the analysis and evaluation of the prior, current and future financial conditions of ongoing and projected projects, programs and operations to determine status, performance, expenditures and revenue. 
II. PRIMARY DUTIES AND RESPONSIBILITIES: 1. Assists in the development, monitoring and reporting of expenditures in labor, overhead, material and other costs on program and project activities. 2. Reviews and analyzes financial documentation such as cost performance reports, schedule status reports and contract funds status reports. Evaluates program or project status based on cost analysis and performance assessment techniques.3. Prepares reports and presentations analyzing contractor status to include performance/trend evaluations, independent cost-to-complete projections, and identification of potential problem areas.4. Analyzes programs to determine estimates of man-hours and material needed for completion. Monitor costs to prevent overruns. Compares cost to total budget and to milestone schedules. Monitors critical tasks regularly. Monitors operating budgets to analyze trends affecting budget needs.5. Oversees the review and analysis of financial documentation and evaluates performance measurement criteria.6. Coordinates all submissions into a consolidated budget and financial report. Prepares regular and special budget reports. 7. Monitors obligation expenditures and maintains financial records and journals of program and project operations. Prepare financial documents and financial inputs for acquisition plans, presentations and reports.8. Performs other related duties as assigned.
III. OTHER REQUIREMENTS: 
1. Masters Degree with 2 years experience or Bachelors Degree with 5 years related experience or Associates with 7 years experience.
2. Possess knowledge in the areas of manufacturing and project cost accounting with 2-5 years of experience in a manufacturing environment including; standard costs, variance analysis, cost data collection, manufacturing planning/ control, MRP and cost accounting applications within ERP systems.
3. Strong interpersonal skills including excellent oral and written communications skills. Ability to work with a wide variety of functions and levels of management.4. Ability to handle multiple requirements with changing priorities.4. Utilize computer skills to prepare appropriate reports and documents
