PURPOSE:

Directs the functioning of more than one small or one large program, developing strategies and plans necessary for program growth and diversification.



SPECIFIC RESPONSIBILITIES:

Defines the objectives and strategies of the program, to include strategic and company objectives consistent with customer and contractual requirements. 

Facilitates the timely planning of the program consistent with program requirements and objectives. Assigns areas of responsibility for the program and communicates the plan to all. 

Drives the implementation of the program plan utilizing the tenets of proactive teamwork. Ensures the completion of tasks assigned to function organizations (or Integrated Product Teams). Coordinates the program activities with cognizant support functions. Assures the optimum utilization of manpower and program resources. Assures effective management of subcontracts and execution of the program material plan. 

Conducts regular reviews of program performance, evaluating the current and projected status against the approved plan. 

Implements an effective issues resolution process. Assures regular team identification, action planning, and review of program issues. 

Controls the timely start and completion of program tasks to assure fulfillment of program cost and schedule objectives. Makes effective use of program tasks directives (PTDs), program memos, and directives, to formally communicate program direction and changes. Collects, analyzes and distributes program metrics to assure objective measurement of the program performance. Allocates program management reserves. 

Initiates and communicates changes to the program plan when indicated by program developments. Maintains a program change control log. 

Implements a proactive risk management process. Assures regular team identification, mitigation planning and review of program risks, both during the program-planning phase and regularly during program execution. 

Measures and improves program performance through the investigation of improved processes, tools, staff training, facilitates and team dynamics. Performs regular reviews of task estimates, challenging the team to eliminate wasteful approaches. Establishes a management reserve to provide resources for unexpected program challenges. 

Establishes an objective roadmap for creating new business opportunities from the present program. Manages customer satisfaction to assure a high rate of repeated business. Participates in planning of company capital, IRAD, B&P resources. Trains program personnel to be alert to new opportunities and equips them with "state-of-the-art" skills to remain competitive. 

Utilizes existing lessons-learned in planning program objectives. Requires the documentation of program-lessons learned. Communicates lessons-learned within the program team and within the company. 

Establishes a program completion checklist and manages the program to assure closure of program objectives efficiently and as early as practical. Maintains accurate records of program data, deliverable items, and material. 

Provides training and mentoring of program management skills to subordinate and assigned employees. 

Performs other duties and responsibilities as required. 



QUALIFICATIONS:

Requires a Bachelors Degree from an accredited college or university or its equivalent, and usually a minimum of twelve (12) years work experience; or a Master?s Degree and ten (10) years experience; or a Ph.D. and seven (7) years experience.

3. Thorough Understanding of DoD Funding Process

4. DoD Contracting Experience

5. Possess or Ability to Obtain a Secret Security Clearance

6.  Experience with the USAF Commodities Council at Warner Robbins

1. Experience as Program Manager, Cost Account Manager, or Technical Lead 

2. Support Equipment Experience

3. DoD Logistics and Maintenance Experience

4. Familiarity with BAE Systems Life Cycle Management Process

5. Production/Development Engineering Experience

6.  Experience with USAF/FMS F-16 and other aircraft programs
