The general scope of this effort is to work Information Assurance (IA) requirements under the APS IV contract. This PWS does not supersede the existing APS IV contract.
1.2.1 The APS application is a full fidelity force-level mission planning system that performs auto routing functions in support of the nation's nuclear war plan and Conventional Air Launched Cruise Missile (CALCM) planning. APS is currently used to plan missions involving the following aircraft and weapon systems: B-52, B-2, KC-135, KC-10, RC-135, U-2, EP-3, Air Launched Cruise Missile (ALCM), and Conventional Air Launched Cruise Missile (CALCM). APS can also be used to plan Dual Capable Aircraft (DCA) missions using F-15 and F-16 aircraft. APS will remain flexible to accept future weapon systems and delivery vehicles and be responsive to changes in military planning guidance; computing architectures and standards; database management systems; hardware and software technology; and weapons and weapons systems. This application is used to:
- Perform lay-down operations, maintenance operations, exercises and adaptive strategic operational planning for both nuclear plans and non-nuclear plans. Tasks include: Route Generation, Mating & Ranging, Timing, Reconnaissance, Verification, Data Products and Tape Build. Results and outputs are also used by other applications.
- Perform maintenance operations, as required, for an existing nuclear war plan. Tasks include: Route Generation, Mating & Ranging, Timing, Reconnaissance, Verification, Data Products and Tape Build. Results and outputs are also used by other applications.
The individual selected must be able to perform the following tasks and meet the qualifications specified:
The Contractor shall create a list and costs of IA SCRs for each delivery during an Option Period and/or an estimate of the number of IA SCRs for each delivery. The contractor shall bid any materials and/or Other Direct Costs (ODC) related to training, toolsets and licenses required to implement the IA requested modifications to APS. Cost estimates and/or evaluations of said training, toolsets, and licenses will be available to other ISPAN contractors through the ISPAN PO. The Contractor shall obtain the Government FM/PM approval on the list of IA SCRs to be implemented for each delivery. Over the course of each Option Period, the IA SCR workload shall be managed with the Task Order level of funding. TO funding is subject to change and no guarantees on the level of funding are made here. Any adjustments will be agreed upon by both the Government FM/PM and Contractor PM. IA SCR implementation responsibilities (testing, documentation, etc) shall be the same as those SCR responsibilities required by the APV IV contract. The Contractor shall create as needed, place holder IA SCRs for future IA SCRs that can be turned on upon Government direction.
- As part of the tasking BAE Systems will survey the market, analyze and document the selection(s) of any IA toolset required for use on APS.
In addition the person selected for this task must be a US Citizen, have a current Top Secret Investigation and be SCI Eligible. Relocation is not authorized for this task.
