This person will be responsible for support in the development of numerous financial plans including program plans, budgets and schedules to meet contractual/project requirements, accurately forecasting program(s) Key Salients (i.e. Funding, Sales, Profit, Cash Flow), support area proposal efforts and general business management support to area programs. The successful candidate must be an organized self-starter with excellent communication and analytical skills as well as eventual mastery of the finance functional toolset including Cobra certification. This individual will learn from and support area finance leads and be responsible for all financial aspects of support to the Product Lines contract offering, awards and contract completion.
SPECIFIC RESPONSIBILITIES:
1. Support in the control of costs / schedules on contracts requiring validated cost schedule control system.
2. Identifies and analyzes variances from negotiated and agreed-upon parameters and government cost control guidelines. Recommends and implements corrective action in conjunction with the Program Manager.
3. Reviews and analyzes requests for proposals and prepares proposals in accordance with estimating policies. Supports negotiation, audit and fact-finding activities. Analyzes historical program performance data to develop schedule and cost estimates in response to requests for proposals.
4. Participates in the preparation of budgets and schedules for all contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis.
5. Plans, analyzes and reports on cost, funding, sales, income, bookings, backlog, resource planning, material and other related data. Conducts Program Management meetings and reviews for program personnel, Business Area Management and customers as needed.
6. Prepares supporting data to be used in negotiations, audits and fact-findings.
7. Incorporates contractual changes into control systems by staying aware of outstanding work against each other in order to maintain realistic contract cost and schedule baselines.
8. Identifies and recommends improvements to processes, practices or materials which lead to positive results in quality.
9. Performs other business management related duties and responsibilities as required.
Requires a Bachelor's degree or equivalent and two (2) years of related professional experience; or a Master's degree and one (1) year of relevant experience.
