Program Manager - Global Programs

Leads global program team(s) from proposal through program completion.  Responsibilities include leadership of all aspects of program, to include proposal and pricing development, program capture, program planning, program execution, monitoring, and control, and program closure. 


 

§        Lead program capture and execution phase (LCM phases 2A and beyond) for specific opportunities in support of Global Military programs.  Focus will be on responding to new RFP’s and executing programs for customers outside the US.  Will be the “go to” person for program management for the Global Programs Director.

§        Lead program team through effective planning processes, to include the development of project scope, creation of WBS and schedule, technology planning, identification and analysis of risks, cost estimating and budgeting, subcontracting and procurement planning, and the development of a project management plan for each assigned program.

§        Leads, manages and provides direction to Integrated Product Team (IPT), matrixed staff, subcontractors, and teammates assigned to IPT supporting program area.

§        Lead program team through effective execution, monitoring and controlling processes throughout the life of the program, including the development of the project team, implementation of quality assurance procedures, execution of subcontracts and purchase orders, and active management of schedule, cost, risk, and quality. 

§        Provides program leadership and anticipates and resolves problems and inter-group conflict.

§        Acts as the primary interface and negotiator with customers (e.g., customer program directors). 

§        Makes presentations to executive management and customers on broad program strategic direction, program marketing, cost, schedule, technical, and contractual status.

§        Identifies, establishes, evaluates, and implements alternative courses of action in response to changing customer focus/requirements/needs, as well as changing political, economical, and environmental influences related to program areas.

§        Develops strategies for proposal preparation and negotiations.  Supports the contract administrator during major proposal negotiations.

§        Facilitates the timely planning of the program consistent with program requirements and objectives

§        As IPT Lead, assigns areas of responsibility for the program and communicates plan.

§        Conducts regular reviews of program performance, evaluating the current and projected status against the approved plan.

§        Assures the optimum utilization of program resources. Assures effective management of subcontracts and execution of the program material plan.

§        Controls the timely start and completion of program tasks to assure fulfillment of program costs and schedule objectives.

§        Accomplish assigned tasks in accordance with applicable company standards and procedures.

§        Maintains confidentiality of all company information/documents and information handlings

§        May be assigned other tasks in same level of work scope as required by department/supervisor

 

§        Work requires a high level of general education development and/or professional level of knowledge in a specialized field equivalent to that acquired by completion a Bachelor’s degree in business or a technical field.  A Master’s Degree in a business or related field is preferred.

§        Work requires 10+ years of related experience in multiple areas, including engineering, manufacturing, and marketing, finance, or contract administration.  In-depth and technical knowledge of customer structure, product lines, operations and interdepartmental functions is required.

§        A very high level of analytical ability is required to understand complex technical marketing and develop long-term strategies to manage the marketing of existing, new systems and/or developing potential systems, subsystems, or technologies.

§        An extremely high level of communication skills are required to make formal and informal, persuasive presentations in high-stakes, high stress situations, at high levels of the customer community and corporation.

§        A very substantial level of innovation is required to manage key customer relationships and develop competitive advantage by generating new, persuasive approaches to ensure complex marketing concepts.
