Under general supervision, provides second-tier support to end-users for PC, server, mainframe applications and hardware. Handles problems that the first-tier of help desk support is unable to resolve. May interact with network services, software systems engineering, and/or applications development to restore service and/or identify and correct core problem. Simulates or recreates user problems to resolve operating difficulties. Recommends systems modifications to reduce user problems. Maintains currency and high level of technical skill in field of expertise. Escalates more complex problems to Senior Level.

Required Skills:
1. Analyzes and determines information needs and elements; data relationships and attributes; proposed manipulation, data flow and storage requirements; and data output and reporting capabilities of proposed databases. Recommends solutions which require definition of the physical structure and functional capabilities of databases and data security and data backup/recovery specifications.

2. Defines logical attributes and inter-relationships and designs data structures to accommodate database production and accessibility. Tests designed applications utilizing database management software or general programming software.

3. Establishes policies and procedures pertaining to database management, security, maintenance and utilization.

4. Plans and designs the installation and maintenance of networks to support information systems activities. Proposes detailed specifications and flowcharts and coordinates terminal orders and cable installation, network system planning, monitoring, testing and servicing.

5. Resolves interoperability problems to obtain operations across all platforms including E-Mail, files transfer, multimedia, teleconferencing and the like.

6. Prepares budgets and long range plans for information systems and associated projects including various word processing and facsimile equipment systems.

7. Coordinates technical assistance, training and system documentation for users to promote efficient operation of databases and data communication networks. Confers with and advises management and other potential users of the functional capabilities of various databases.

8. Coordinates cross-training in technical areas for information systems staff personnel. Researches, recommends and implements new technologies to assure effective information systems services.

9. Evaluates and recommends vendor products and services. Negotiates and places orders with common carriers.

10. Performs other related duties as assigned.
